tenure, he created a path for downtown redevelopment
by creating the Tax Increment Reinvestment Zone
(TIRZ). He worked with others in the community to
build a downtown ballpark and helped secure funds
to repair roads through a public vote bond issue. He
was instrumental in enlisting volunteers to clean graffiti
from walls and clean up trash city wide. And he helped
initiate the creation of a real loop by TxDOT.
Paul still carries deep emotion and concern for those
lives he touched in the war. While reluctant to talk about
it, he is committed to speaking to students and other
groups about Vietnam because he recognizes the need to
honor everyone who served in the Vietnam War,
especially those who made the ultimate sacrifice.
